The Project "Citizens Decide" will be realized by Civic Initiatives (CI) in partnership with Centre for Information Service, Co-operation and Development of NGOs (CNVOS) in the period June 2010 - June 2011.
Next to main actors, Civic Initiatives from Serbia and CNVOS from Slovenia, Social Inclusion Poverty Reduction Unit (SIPRU) will support and participate in the Project, facilitating also communication with Governmental and Legislative bodies. Various Serbian CSOs will be also engaged as participants and supporters on both national and local events.
The overall objective of Project "Citizens Decide" is to contribute to Serbia's EU integration process introducing EU standards for citizen participation. The project aims to increase citizen participation in Serbia through the promotion of the CoE Code of Good Practice for Civil Participation, which was adopted in October 2009.
The Code, EU practices and its implementation will be promoted among key stakeholders and actors of policy shaping at both national and local levels. The examples of good practice in Serbia will also be presented there.
The handbook and presentation on the website will be created, to introduce a set of good practices at the EU level. During the course of the project, database will be enlarged with experiences of the Serbian CSOs.
Core field activities of the Project include capacity building for CSOs in Belgrade, Subotica, Kragujevac, Niš, Šabac. Legal experts support to CSOs and their initiatives is provided including assistance in formulating legal documents and proposals of decisions, consultancies in relation to required steps in decision making processes, analyzing obstacles and offering advice and solutions, and field visits as required.
In order to promote the Code Handbook for Code Implementation that covers examples of good practice will be published in Serbian, and TV program will be produced and widely distributed.
The Project of CI and CNVOS is funded by the European Union, managed by the Delegation of the European Union to the Republic of Serbia, and implemented by GOPA Consultants within the framework of project "Strengthening Serbia-EU Civil Society Dialogue".
