Just days before the pan-European gathering, Serbian authorities banned the peaceful march, only to reverse its decision hours beforehand.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The new watchlist is released by the <\/span><a href=\"https:\/\/monitor.civicus.org\/\"><span style=\"font-weight: 400;\">CIVICUS Monitor<\/span><\/a><span style=\"font-weight: 400;\">, an online platform that tracks the latest developments to civic freedoms, including freedom of expression, association and peaceful assembly, across 197 countries and territories. Other countries included on the list are Guatemala, Guinea, Sri Lanka and Zimbabwe.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Despite attempts to ban the EuroPride march, at the last minute the government allowed a short \u2018walk\u2019 to take place on 17th September 2022. However, anti-LGBTQI+ protesters carrying crosses and bibles, <\/span><a href=\"https:\/\/rs.n1info.com\/vesti\/protivnici-prajda-gazili-lgbt-zastavu-i-pevali-pesme\/\"><span style=\"font-weight: 400;\">trampled<\/span><\/a> <span style=\"font-weight: 400;\">on an LGBTQI+ rainbow flag, <\/span><span style=\"font-weight: 400;\">attempted to disrupt the march and attacked police and journalists. About 64 were detained in relation to these clashes.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Concerningly, several LGBTQI+ activists reported being physically attacked after the event. LGBTQI+ activists from Germany and Albania were <\/span><a href=\"https:\/\/rs.n1info.com\/vesti\/lgbt-aktivisti-iz-albanije-i-nemacke-napadnuti-na-povratku-sa-prajda\/\"><span style=\"font-weight: 400;\">targeted<\/span><\/a><span style=\"font-weight: 400;\"> while returning to their hotel, with activists reporting that police failed to swiftly intervene. Two of the activists were injured during the incident.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The government&#8217;s attempts to ban the EuroPride march come as LGBTQI+ rights are under attack. For example, <\/span><span style=\"font-weight: 400;\">the premises of the Pride Info Centre in Belgrade has been repeatedly<\/span><a href=\"https:\/\/www.danas.rs\/vesti\/drustvo\/prajd-info-centar-napadnut-15-put-u-poslednje-tri-godine\/?ref=twdanas\"> <span style=\"font-weight: 400;\">defaced<\/span><\/a><span style=\"font-weight: 400;\">. There have been 15 attacks since the Center opened three years ago, with <\/span><span style=\"font-weight: 400;\">none of the previous attackers held accountable.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><i><span style=\"font-weight: 400;\">\u201cThis ban is a continuation of a practice of banning peaceful assemblies because of violent counter-assemblies. The LGBTQI+ community were again betrayed by the authorities, bearing in mind that EuroPride was organised based on government-civil society partnership since the very start, with authorities retreating their support at the last moment. All persons who called for or committed violence before and during EuroPride need to be held responsible for their actions. This would be a starting point for authorities to show that they are fully committed to protecting the right to peaceful assembly and to battling discrimination against the LGBTQI+ community,\u201d said Uro\u0161 Jovanovi\u0107, Gradjanske inicijative (Civic Initiatives).<\/span><\/i><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">We are also concerned about restrictions on protests for environmental rights. Just last month, protesters, who were camping on mount Starica near Majdanpek, East Serbia, to prevent <\/span><span style=\"font-weight: 400;\">mining at this site<\/span><b>,<\/b><a href=\"https:\/\/nova.rs\/vesti\/drustvo\/obezbedjenje-koje-je-unajmio-zidjin-nam-rasturilo-kamp-na-starici\/\"> <span style=\"font-weight: 400;\">were attacked by private security<\/span><\/a><span style=\"font-weight: 400;\"> who destroyed their base.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Additionally, environmental defenders are <\/span><span style=\"font-weight: 400;\">facing judicial harassment through Strategic Lawsuits Against Public Participation (<\/span><a href=\"https:\/\/www.021.rs\/story\/Info\/Srbija\/308078\/Dont-SLAPP-me-Kad-mocnici-koriste-pravnu-silu-da-se-obracunavaju-sa-medijima-i-aktivistima.html\"><span style=\"font-weight: 400;\">SLAPPs<\/span><\/a><span style=\"font-weight: 400;\">),<\/span><span style=\"font-weight: 400;\"> intended to silence and intimidate them. In one example, Activist Dragana Arsi\u0107, the Let\u2019s Defend the Forests of Fruska Gora movement, and the civic association Fru\u0161ka\u0107 have faced a total of five SLAPPs from the co-owners of the Galens construction company, for their environmental activism.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">These concerning developments take place as President Aleksandar Vucic\u2019s secured a re-election in April 2022, amid growing pressure on civil society and journalists and restrictions on the right to peaceful assembly.<\/span><\/p>\n<p style=\"font-weight: 400;\"><i><span style=\"font-weight: 400;\">\u201cRespect for civic freedoms is a key requirement for Serbia\u2019s accession to the European Union. If the Serbian government is serious about joining the EU, it must urgently commit to respecting civic freedoms and halt all attacks on LGBTQI+ rights, journalists, environmental defenders and civil society. In addition, the EU must closely monitor developments on civic freedoms in the country, said Aarti Narsee, Civic Space Researcher Europe, CIVICUS.<\/span><\/i><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Serbia <\/span><span style=\"font-weight: 400;\">is currently rated \u2018obstructed\u2019 by the CIVICUS Monitor. There are a total <\/span><span style=\"font-weight: 400;\">of 42 <\/span><span style=\"font-weight: 400;\">countries in the world with this rating (<\/span><a href=\"https:\/\/monitor.civicus.org\/country\/list\/?country_or_region=&amp;status_category=2&amp;submit=Search\"><span style=\"font-weight: 400;\">see all<\/span><\/a><span style=\"font-weight: 400;\">). This rating is typically given to countries where civic space is heavily contested by power holders, who impose a combination of legal and practical constraints on the full enjoyment of fundamental rights (<\/span><a href=\"https:\/\/monitor.civicus.org\/Ratings\/\"><span style=\"font-weight: 400;\">see the full description of ratings<\/span><\/a><span style=\"font-weight:
