Violations of basic freedoms in Serbia during the state of emergency

Due to the new situation in the world caused by the global pandemic of the Covid-19 virus and the declaration of a state of emergency on the territory of the Republic of Serbia, in addition to violations of the rights to freedom of association, assembly and expression, given the circumstances, Civic Initiatives will monitor other human rights in the coming period.

A very turbulent period was marked by the adoption of the Government Conclusion, which prescribes the complete centralization of public information on the condition and consequences of the corona virus. This decision virtually prevented public information from the local media, which caused public outrage. A framework for the legal prosecution of ineligible journalists was also established, which was soon confirmed by the arrest of journalist Ana Lalic for publishing a text on the condition of the Clinical Center of Vojvodina. This case has attracted enormous interest from the domestic and international public whose pressure has resulted in the cancellation of this problematic decision. Unfortunately, civil society organizations continue to face difficulties in performing their activities, especially those dealing with the provision of social protection services and support to vulnerable categories. Procedures for issuing movement permits have not yet been adopted to enable civil society activists to carry out activities without interruption.
