Violations of basic freedoms in Serbia during the state of emergency

3-6 April, 2020

Due to the new situation in the world caused by the global pandemic of the Covid-19 virus and the declaration of a state of emergency on the territory of the Republic of Serbia, in addition to violations of the rights to freedom of association, assembly and expression, given the circumstances, Civic Initiatives will monitor other human rights in the coming period.

In the observed period, the practice of adopting measures of questionable legal validity has continued, as well as the practice of continuous violation of citizens’ rights in all spheres of life, which clearly shows that the system was not ready to adequately respond to the challenges caused by the pandemic of the corona virus. The unpunished attacks on journalists who objectively do their job and ask questions to government representatives in order to better inform citizens continued. In addition to the Constitutional Court, the Office of the Ombudsman, the Commissioner for the Protection of Equality, as well as the Commissioner for Information of Public Importance and the Personal Data Protection are facing with a larger number of cases. It is also worrying that nothing has been done to improve the conditions and facilitate the work of civil society organizations which are providing social services and support to the most vulnerable sections of the population, which further complicates the difficult position of marginalized categories.
